Fourteen years later, it remains unfinished. Not under renovation. Not in use. Just unfinished<\/em>.<\/p>\n\n\n\n

This is not a story about one delayed building. It\u2019s a case study of how governance failure<\/strong> and bureaucratic paralysis turn public promises into public ruins.<\/p>\n\n\n\n

The project was first approved around 2010 with an estimated cost of \u20b913.25 crore<\/strong>. The plan looked ambitious \u2014 indoor courts for basketball, volleyball, shuttle badminton, handball, tennis; dormitories for athletes; a spectator gallery for over 6,000 people; even a swimming pool and commercial spaces to sustain operations.<\/p>\n\n\n\n

    Even in 2024, the Sports Kerala Foundation<\/em> floated a fresh tender titled \u201cCompletion of Construction of Palakkad Indoor Stadium \u2013 Retender\u201d<\/em>, again quoting around \u20b912.33 crore. Think about that \u2014 the government is essentially rebuilding the same project<\/em> it failed to finish years ago, now at double the cost.<\/p>\n\n\n\n

    The total projected expenditure now touches nearly \u20b925 crore<\/strong> \u2014 money that could have built two smaller functional stadiums elsewhere.<\/p>\n\n\n\n

    A Perfect Mirror of How Kerala Handles Public Projects<\/h3>\n\n\n\n

    This stadium isn\u2019t an exception. It\u2019s the pattern.<\/p>\n\n\n\n

    We announce grand projects, lay foundation stones with media coverage, then forget them. The cycle repeats across districts \u2014 half-finished bridges, stalled hospitals, incomplete stadiums, abandoned flyovers. The political class changes, but the bureaucratic lethargy remains a constant.<\/p>\n\n\n\n

    Accountability is virtually zero. Ask who\u2019s responsible, and the answer evaporates into a maze of \u201cdepartments,\u201d \u201ccontractors,\u201d and \u201crevised estimates.\u201d<\/p>\n\n\n\n

    This is not just inefficiency \u2014 it\u2019s institutionalised neglect<\/strong>.<\/p>\n\n\n\n

    What Should Have Been Done (and Still Can Be)<\/h3>\n\n\n\n

    If a government truly wants to fix this, the steps are simple and well-known:<\/p>\n\n\n\n

    1. Conduct a full audit.<\/strong>
      Within 30 days, publish a report showing funds spent, progress made, and remaining costs. No secrecy, no excuses.<\/li>\n\n\n\n
    2. Appoint a single executing agency.<\/strong>
      Decide who owns the project \u2014 the Sports Kerala Foundation or the District Sports Council \u2014 and empower them to finish it.<\/li>\n\n\n\n
    3. Re-scope the project.<\/strong>
      Stop waiting for the \u201cperfect\u201d stadium. Complete the core playing areas, utilities, and spectator seating first. Open it for use while finishing other parts in phases.<\/li>\n\n\n\n
    4. Lock the funding.<\/strong>
      Release funds in tranches tied to progress milestones and publicly report them.<\/li>\n\n\n\n
    5. Make it part of a sports ecosystem.<\/strong>
      Link the stadium with local schools, sports clubs, and the Kerala Sports Academy so it\u2019s used daily, not ceremonially.<\/li>\n\n\n\n
    6. Publish everything online.<\/strong>
      Every rupee, every delay, every tender \u2014 made visible to citizens.<\/li>\n<\/ol>\n\n\n\n

      These are not lofty reforms \u2014 they\u2019re basic governance hygiene. The tragedy is that they\u2019re treated as radical ideas in a state that prides itself on \u201chigh human development.\u201d<\/p>\n\n\n\n

      A Minister\u2019s Hypothetical Plan That Makes Sense<\/h3>\n\n\n\n

      When someone asked how I would solve this if I were Kerala\u2019s Sports Minister, the answer is straightforward:<\/p>\n\n\n\n

      Start with an audit, not a ribbon.
      Finish what matters, not what looks good in a photo.
      Appoint one agency and hold them accountable with a public deadline.
      No new foundation stones, no hollow inaugurations, no speeches \u2014 just completion<\/em>.<\/p>\n\n\n\n

      And above all, ensure that no sports project in Kerala ever dies half-built again<\/strong>.<\/p>\n\n\n\n

      A Wake-up Call for Citizens<\/h3>\n\n\n\n

      Palakkad doesn\u2019t lack talent. It lacks functioning infrastructure. The district\u2019s athletes still train in borrowed or outdated spaces while a \u20b925 crore stadium sits idle behind locked gates.<\/p>\n\n\n\n

      Every unfinished project is not just a financial loss \u2014 it\u2019s a moral one. It tells citizens that their taxes fund negligence. It tells young athletes that their dreams aren\u2019t worth a follow-up file in the Secretariat.<\/p>\n\n\n\n

      Kerala often speaks of its \u201cmodel of governance.\u201d The Palakkad Indoor Stadium is what that model looks like when no one\u2019s watching.<\/p>\n\n\n\n

      A government that cannot complete a stadium in 14 years cannot claim efficiency in anything. This is not about sports \u2014 it\u2019s about seriousness.<\/p>\n\n\n\n
