The cycle repeats across districts \u2014 half-finished bridges, stalled hospitals, incomplete stadiums, abandoned flyovers. The political class changes, but the bureaucratic lethargy remains a constant.<\/p>\n\n\n\n<p>Accountability is virtually zero. No secrecy, no excuses.<\/li>\n\n\n\n<li><strong>Appoint a single executing agency.<\/strong><br>Decide who owns the project \u2014 the Sports Kerala Foundation or the District Sports Council \u2014 and empower them to finish it.<\/li>\n\n\n\n<li><strong>Re-scope the project.<\/strong><br>Stop waiting for the \u201cperfect\u201d stadium. Complete the core playing areas, utilities, and spectator seating first. It lacks functioning infrastructure. It tells citizens that their taxes fund negligence.
