It is facing a deeper problem: high fixed expenditure, weak revenue growth, mounting debt, poor capital spending, KIIFB liabilities, and loss-making public enterprises.<\/li>\n<li>In simple terms: Kerala earns too little, spends too much on unavoidable items, borrows heavily, and invests too little in future growth.<\/li>\n<\/ul>\n<h3>Debt and liabilities<\/h3>\n<ul>\n<li>Kerala\u2019s outstanding liabilities are estimated at <strong>\u20b95.07 lakh crore<\/strong>, around <strong>35.5% of GSDP<\/strong>.<\/li>\n<li>This is higher than the national average and major state average mentioned in the report.<\/li>\n<li>The report says Kerala\u2019s debt pattern is problematic because borrowings are not mainly going into productive asset creation.<\/li>\n<li>Only a small portion of borrowings is being used for capital creation; much of it goes into revenue deficit, existing liabilities, and current spending.<\/li>\n<li>This weakens the logic of \u201cborrow now, grow later\u201d. Here, it is more like \u201cborrow now, pay old bills\u201d. That is dangerous fiscal behaviour.<\/li>\n<\/ul>\n<h3>Committed expenditure problem<\/h3>\n<ul>\n<li>Salaries, pensions, and interest payments consume around <strong>77% to 77.6% of total revenue receipts<\/strong>.<\/li>\n<li>The report says salary, pension, and interest payments together were around <strong>\u20b996,927 crore<\/strong> in 2024-25.<\/li>\n<li>This leaves barely <strong>23 paise from every rupee<\/strong> for everything else &#8211; schools, hospitals, roads, welfare, local bodies, development, and capital investment.<\/li>\n<li>Interest alone is around <strong>20.9% of revenue receipts<\/strong>, much higher than the national\/major state average.<\/li>\n<li>This means past debt is eating today\u2019s governance capacity.<\/li>\n<\/ul>\n<h3>Treasury and cash crisis<\/h3>\n<ul>\n<li>The report says the real stress appears in treasury operations.<\/li>\n<li>Kerala has been frequently using RBI support mechanisms like <strong>Ways and Means Advances<\/strong> and <strong>Overdraft<\/strong>.<\/li>\n<li>In 2024, Kerala used WMA for <strong>125 days<\/strong> and Overdraft for <strong>67 days<\/strong>.<\/li>\n<li>In 2025, the situation worsened: WMA for <strong>262 days<\/strong> and Overdraft for <strong>84 days<\/strong>.<\/li>\n<li>This shows the State is often unable to manage regular cash flow without emergency borrowing.<\/li>\n<li>The report also says negative treasury balances became frequent, especially in 2024-25.<\/li>\n<\/ul>\n<h3>Inherited arrears<\/h3>\n<ul>\n<li>The new government, as per the report, inherits around <strong>\u20b948,733 crore<\/strong> in pending payment obligations.<\/li>\n<li>Major arrears include:\n<ul>\n<li>DA arrears to employees and teachers: <strong>\u20b921,670 crore<\/strong><\/li>\n<li>DR arrears to pensioners: <strong>\u20b914,387 crore<\/strong><\/li>\n<li>Bill discounting dues to banks and contractors: <strong>\u20b93,431 crore<\/strong><\/li>\n<li>Health scheme claims, Supplyco dues, KMSCL dues, SC\/ST scholarship arrears, and LSGD instalment arrears.<\/li>\n<\/ul>\n<\/li>\n<li>The report says this arrear burden is almost as large as Kerala\u2019s net annual borrowing.<\/li>\n<\/ul>\n<h3>Budget credibility problem<\/h3>\n<ul>\n<li>The report is sharply critical of Kerala\u2019s budgeting.<\/li>\n<li>It says actual revenue and deficit numbers repeatedly differ from budget estimates.<\/li>\n<li>State Own Tax Revenue actuals are consistently lower than budget estimates, often by around 10%.<\/li>\n<li>The report calls this \u201cdefective budgeting\u201d or \u201cinjudicious formulation\u201d.<\/li>\n<li>In plain English: the budget is too optimistic, and reality keeps proving it wrong.<\/li>\n<li>The report says actual plan expenditure figures are also distorted because KIIFB and some PSE spending are included in actuals while not being properly reflected in original budget estimates.<\/li>\n<\/ul>\n<h3>Revenue weakness<\/h3>\n<ul>\n<li>Kerala\u2019s revenue receipts as a share of GSDP have declined.<\/li>\n<li>Own tax revenue performance is weakening compared to other major states.<\/li>\n<li>SGST performance is below the major states average.<\/li>\n<li>The report argues that Kerala\u2019s consumption-heavy, remittance-supported economy does not automatically create enough tax strength.<\/li>\n<li>Much of what Kerala consumes is produced outside Kerala, so the production-side economic multiplier goes to other states.<\/li>\n<li>The report says Kerala must expand its own production base and high-value services to improve revenue strength.<\/li>\n<\/ul>\n<h3>Capital expenditure is too low<\/h3>\n<ul>\n<li>Kerala\u2019s capital expenditure is around <strong>1.3% of GSDP<\/strong>, among the lowest in India.<\/li>\n<li>This is far below national and major state averages.<\/li>\n<li>The report says this is a serious problem because capital expenditure creates roads, hospitals, schools, industrial infrastructure, and future tax base.<\/li>\n<li>Kerala is borrowing heavily but not investing enough in growth-producing assets.<\/li>\n<li>That is the fiscal equivalent of taking a loan to pay monthly grocery bills, not to build a house.<\/li>\n<\/ul>\n<h3>KIIFB problem<\/h3>\n<ul>\n<li>KIIFB was created as an innovative infrastructure financing body.<\/li>\n<li>The report accepts that KIIFB has built real capacity in project appraisal, inspection, digital monitoring, ESG, and infrastructure management.<\/li>\n<li>But the report says its basic model has been undermined.<\/li>\n<li>KIIFB borrowings are now effectively treated as State debt.<\/li>\n<li>Its cost of borrowing is around <strong>1 to 1.5 percentage points higher<\/strong> than direct government borrowing.<\/li>\n<li>KIIFB has around <strong>\u20b921,000 crore<\/strong> unmet loan liability and around <strong>\u20b935,000 crore<\/strong> worth of approved projects still to be funded.<\/li>\n<li>Total future obligation is therefore around <strong>\u20b956,000 crore<\/strong>.<\/li>\n<li>The report also questions the district-wise distribution of KIIFB projects, saying Kannur, Thiruvananthapuram, and Ernakulam together absorb nearly half the total approved\/released amounts.<\/li>\n<li>It recommends that KIIFB should not continue in the present form, but its useful institutional capacity should be retained.<\/li>\n<\/ul>\n<h3>Public Sector Enterprises \/ PSUs<\/h3>\n<ul>\n<li>Kerala has <strong>132 active public enterprises<\/strong>, one of the largest numbers among Indian states.<\/li>\n<li>Many are loss-making.<\/li>\n<li>Five enterprises account for <strong>86% of total investment<\/strong>.<\/li>\n<li>Accumulated losses increased sharply, from around <strong>\u20b931,571 crore in 2021-22<\/strong> to around <strong>\u20b978,851 crore in 2024-25<\/strong>, as stated in the report.<\/li>\n<li>In 2024-25, <strong>KSRTC, KSSPL, and KWA<\/strong> accounted for around <strong>72% of net loss<\/strong>.<\/li>\n<li>The report says essential public utilities must remain affordable, but social responsibility should not be used to hide inefficiency and mismanagement.<\/li>\n<li>It recommends shifting from production-based subsidies to consumption-based subsidies &#8211; meaning support should go directly to eligible users, not endlessly cover enterprise losses.<\/li>\n<\/ul>\n<h3>KSEB, KSRTC, and KWA<\/h3>\n<ul>\n<li>The report identifies KSEBL, KSRTC, and KWA as major fiscal stress points.<\/li>\n<li>KSEBL has weak finances, high dependence on purchased power, and negative net worth.<\/li>\n<li>KSRTC has continuous losses and large negative net worth.<\/li>\n<li>KWA has continued losses, though its net worth is not negative like KSRTC and KSEBL.<\/li>\n<li>The report says KSEBL retaining electricity duty instead of remitting it to the Consolidated Fund is a serious issue.<\/li>\n<li>It calls for separate detailed studies to reform these major utilities.<\/li>\n<\/ul>\n<h3>Development spending is being hit<\/h3>\n<ul>\n<li>The report says fiscal stress is directly hurting development spending.<\/li>\n<li>Plan expenditure as a share of total expenditure has declined and fell below <strong>18% by 2025-26 RE<\/strong>.<\/li>\n<li>Social services, local government assistance, agriculture, allied sectors, and education have seen compression.<\/li>\n<li>This is the human cost of bad fiscal management &#8211; development gets cut because salaries, pensions, interest, and debt servicing cannot be easily cut.<\/li>\n<\/ul>\n<h3>SC\/ST\/OBC\/minority welfare impact<\/h3>\n<ul>\n<li>The report is very strong on this point.<\/li>\n<li>Plan expenditure for SC\/ST\/OBC and minorities fell from <strong>9.24% of total plan expenditure in 2017-18<\/strong> to <strong>3.85% in 2025-26 RE<\/strong>.<\/li>\n<li>The report says this is far below the required share for SCSP and TSP.<\/li>\n<li>Actual expenditure under SCSP and TSP often fell short of outlay.<\/li>\n<li>KIIFB spending also did not compensate for this gap.<\/li>\n<li>In short: when fiscal space shrank, marginalised communities took the hit first.<\/li>\n<\/ul>\n<h3>Centre-State fiscal issue<\/h3>\n<ul>\n<li>The report says Kerala\u2019s fiscal stress is partly worsened by Centre-State fiscal relations.<\/li>\n<li>GST compensation ended.<\/li>\n<li>Revenue Deficit Grants ended.<\/li>\n<li>The Sixteenth Finance Commission increased Kerala\u2019s horizontal devolution share from <strong>1.92% to 2.38%<\/strong>, but the benefit was offset by the removal of Revenue Deficit Grant.<\/li>\n<li>The report says Kerala expected around <strong>\u20b920,000 crore<\/strong> more in central transfers than what materialised.<\/li>\n<li>It also criticises the Centre\u2019s increasing use of cesses and surcharges, which are not shared with states.<\/li>\n<\/ul>\n<h3>Economic structure problem<\/h3>\n<ul>\n<li>Kerala\u2019s economy is service-heavy and remittance-supported.<\/li>\n<li>Manufacturing is weak.<\/li>\n<li>Private investment is not strong enough.<\/li>\n<li>Educated unemployment, especially among women, is highlighted as a serious issue.<\/li>\n<li>The report says Kerala produces educated people but does not create enough quality jobs at home.<\/li>\n<li>This is not sustainable. Sending people out and waiting for remittance is not an economic strategy, it is a survival habit.<\/li>\n<\/ul>\n<h3>Main recommendations<\/h3>\n<ul>\n<li>Restore budget credibility with realistic revenue and expenditure projections.<\/li>\n<li>Improve GST collection through a detailed expert study.<\/li>\n<li>Reduce routine dependence on RBI overdraft and emergency liquidity.<\/li>\n<li>Stop using off-budget borrowing tricks.<\/li>\n<li>Reform KIIFB; do not allow it to borrow independently at higher cost.<\/li>\n<li>Absorb useful KIIFB capacity into government systems.<\/li>\n<li>Reform KSEBL, KSRTC, and KWA with professional management.<\/li>\n<li>Wind up or restructure consistently loss-making PSUs.<\/li>\n<li>Monetise unused public assets carefully.<\/li>\n<li>Shift subsidies from producer-side losses to direct consumer support.<\/li>\n<li>Increase retirement age, as suggested in the report, to reduce immediate retirement benefit burden.<\/li>\n<li>Consider pay commission revision once in 10 years like the Centre.<\/li>\n<li>Improve government efficiency through digitalisation, not just digitisation.<\/li>\n<li>Introduce performance-linked administration and faster file movement.<\/li>\n<li>Use Aadhaar-linked DBT for welfare pensions instead of routing through KSSPL.<\/li>\n<li>Restructure the State Planning Board as a serious policy think tank and project monitoring body.<\/li>\n<li>Encourage private investment, cooperative investment, and local body-led investment.<\/li>\n<li>Expand power generation through solar, pumped hydro, nuclear, and private\/Central PSU participation.<\/li>\n<li>Focus on AI, cloud, IT, higher education, tourism, coastal economy, rare-earth resources, and industrial infrastructure.<\/li>\n<\/ul>\n<h3>Final takeaway<\/h3>\n<ul>\n<li>The report\u2019s message is blunt: Kerala cannot continue with business as usual.<\/li>\n<li>Welfare without growth will collapse.<\/li>\n<li>Borrowing without productive investment will choke the future.<\/li>\n<li>PSUs cannot be protected forever in the name of ideology.<\/li>\n<li>KIIFB-style parallel financing cannot hide debt anymore.<\/li>\n<li>Kerala needs fiscal honesty, revenue reform, PSU reform, private investment, power sector expansion, job creation, and better governance.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Kerala\u2019s old model delivered social progress, but its current fiscal model is running on borrowed oxygen.
